第二个的it是指代前面的farming，在插入语中不能去掉，这句话还可以这么说：

前面一句因为it is said that a polar winter will stays for more than six months 已经是完整的,所以我认为应该是once arrives 只做修饰性的插入语.而后面一句只有farming,没有一个完整的句型. 而essential as it is 插入后就成为强调语式.
