1、这里trusted and empowered 为什么用过去式,我知道被动语态用被动,但这里是作形容词作形容词也可以用ing形式呀?

trusted and empowered是两个过去分词作定语.
动词ing形式和过去分词都可以作定语,修饰名词.作定语时,两者都相当于形容词.但ing形式作定语时,它与中心词是主动的关系；过去分词作定语时与中心词是被动的关系.
对这个成员来讲,他是被信任,被赋予权力的,member和trusted and empowered是被动的关系,所以用过去分词.
