首先你要理解who 与 whoever 都能引导主语从句,不能说哪个不能引导主语从句.因为都能!
那就要看它们的区别了,其实它们引导主语从句是有侧重的!
who 强调的是“事情”,而whoever 强调的是“人”.而对于该题
_____ wins the prize may get the car,可翻译为“无论谁赢了都会得到车”这里很明显强调的人,“无论谁”.而who强调是“（这件）事情”,与后面的wins the prize may get the car 是不相符的!
