since the dual alliance of 1879 and the triple alliance in 1882, germany was no longer afraid of france which was isolated by bismark(britain had its 'splendid isolation', russia was now an 'alliance' of germany). but when kaiser took power, situation has been changed. franco-russia alliance was established in 1894, the increase of naby which bismark had tried to decrease made britain sign the cordaile entente(although it was not strong). up to 1904 the two sides has been established and now ension in europe has increased a lot because of it. also, a famous war plan which was usually considered for the main reason for germany guilt, schieffen plan, was brought out because of the franco-russia alliance. germany was afraid because it now had to face two fronters at the same time-france and russia, so schieffen plan was set up. also when july crisis brought out
